Not alone the Japan earthquake, but many other natural calamities have proved that the Human needs and demands are not just as used to be just after the incidents! Events prove that addressing such incidents by administrative's are very challenging, beyond the way of general practice & predictions.
But to address such serious issues, we need to give special attention and a different approach. I am trying here to list out it for future consideration
